輸入木材檢疫作業及處理要點

一、為防範國外林木有害生物經由木材產品侵入為害，以確保國內森林產業之永續發展及生態環境之平衡，並應木材產品輸入形態之特殊性，為利輸入檢疫作業及處理，特訂定本要點。

二、本要點實施檢疫之木材種類及範圍係指經中央主管機關公告指定列入中華民國進出口貨品分類表第四十四章輸入應施檢疫之原木類、薪材、樹根、樹皮、未加工之木料與裁製材類等品目。

三、原木類木材以散裝方式輸入者，應由台中、高雄、基隆、蘇澳、花蓮等國際港埠輸入。但因特殊原因須由其他港埠輸入者，輸入人應於輸入前向植物檢疫機關申請核可。

四、自中央主管機關公告之「中華民國輸入植物或植物產品檢疫規定」中列屬甲、「禁止輸入」項下光肩星天牛發生國家或地區輸入之寄主類木材，輸出前應經植物檢疫機關指定之檢疫處理方法處理後始可輸入，否則應予退運或銷燬。前述檢疫處理方法並應於植物檢疫證明書上註明處理方法、處理日期、處理藥劑及濃度、處理溫度及其他有關處理之詳細資料，並於處理後二十一日內輸出。

前項指定之檢疫處理方法如附件。

五、木材輸入時，輸入人或其代理人應檢附輸出國政府植物檢疫機關簽發之輸出植物檢疫證明書，併同提貨單及價格證明向植物檢疫機關申報檢疫，經審查檢附文件符合規定，且經臨場檢疫合格後，始得輸入。

前項輸入之木材，運輸途中如須經由木材特定有害生物發生國家或地區轉運者，輸入人應提出安全防護措施並於輸入前取得植物檢疫機關核准。

六、輸入木材帶有樹皮者，輸入時應檢附輸出國植物檢疫證明書。但自非光肩星天牛發生國家或地區輸入未帶樹皮之木材，或自光肩星天牛發生國家或地區輸入之非寄主類植物未帶樹皮之木材，輸入時得免檢附輸出國植物檢疫證明書。

七、輸入木材之檢查數量以申報數量百分之一為原則，必要時，植物檢疫機關得視情況酌量增減之。

貨櫃裝運之木材，檢查數量除依前項規定為之外，開櫃數量以申報十櫃以下者至少開二櫃檢查，每增加十櫃加開一櫃，不足十櫃以十櫃計。

八、輸入人或其代理人應依植物檢疫機關檢疫人員之指示，為受檢木材之移動、拔取、反轉、吊起及其他有關工作，提供勞務協助。

九、輸入木材經檢疫發現罹染一般管制有害生物者，應經適當檢疫處理後，始得輸入。有緊急處置必要時，由植物檢疫機關逕予處置；所需相關費用由輸入人負擔。

前項輸入之木材無適當檢疫處理方法或檢疫處理設施無法處理者，植物檢疫機關得要求輸入人辦理退運或銷燬處理。

十、輸入木材檢疫，應以向植物檢疫機關申請檢疫之案件為單位整批為之，但原木類或其他經植物檢疫機關指定之產品得個別為之。

附件：輸入木材檢疫處理方式與基準：

一、溴化甲烷（Methyl bromide， CH₃Br）燻蒸：

時間	24小時

二、熱處理（Heat treatment）：

下列兩種熱處理方法可供選擇使用

（一）熱處理方法一：

附註一：最低熱處理溫度為70℃，處理期間內每一層木製品均須分隔開。附註二：熱處理時間係由處理室內溫度達到70℃後開始計算。

（二）熱處理方法二：

木材中心溫度至少在56℃以上時處理30分鐘。

三、化學藥劑處理：

附註：選擇化學藥劑處理時，必須對處理物品達到完全滲透的效果。

四、藥劑撒佈法（Spray with mixed chemicals）

以0.5％之撲滅松（Fenitrothin）或0.5％之速滅松（Sumithion）或馬拉松（Malathion）之混合油劑，於木材表面以每立方公尺使用300cc.以上之藥量撒佈。

五、浸水處理

沉入水中浸漬30天以上。若該木材無法全部浸入水中，水面上之部分應用前述藥劑撒佈處理。
